2025 Xinhua-Baltic International Shipping Centre Rankings Released

On July 11, 2025, the *Xinhua-Baltic International Shipping Centre Development Index Report (2025)* was officially released.

The Xinhua-Baltic International Shipping Centre Development Index is jointly compiled by China Economic Information Service (CEIS) under Xinhua News Agency and the Baltic Exchange. Since its inaugural release in 2014, it has become one of the most authoritative and influential evaluation systems in the global shipping industry.

According to the report, the top 20 global shipping hubs in 2025 based on comprehensive strength are: Singapore, London, Shanghai, Hong Kong, Dubai, Rotterdam, Ningbo-Zhoushan, Athens-Piraeus, Hamburg, New York-New Jersey, Houston, Guangzhou, Qingdao, Tokyo, Busan, Antwerp-Bruges, Shenzhen, Tianjin, Los Angeles, and Vancouver.

Among them, Singapore secured the top spot for the 12th consecutive year, while London and Shanghai maintained their positions as second and third, respectively. Hong Kong ranked fourth. Traditional port cities such as Dubai, Rotterdam, Athens, and Hamburg continued to demonstrate strong competitiveness. Meanwhile, Ningbo-Zhoushan, as an emerging representative, climbed to 7th place—marking its fourth rise in five years—thanks to sustained improvements in port infrastructure and shipping services, making it the biggest "dark horse" of this year's rankings.

During the 14th Five-Year Plan period, Chinese ports have achieved remarkable progress in infrastructure development, shipping service capabilities, and green initiatives. In 2025, seven Chinese ports made it into the global top 20: Shanghai (3rd), Hong Kong (4th), Ningbo-Zhoushan (7th), Guangzhou (12th), Qingdao (13th), Shenzhen (17th), and Tianjin (18th).
